Is the 64 to 64 balancer throughput unlimited?
No. It is balanced: it draws evenly from every input and gives every output an equal share. It is not throughput unlimited, so when only some inputs are fed or some outputs are blocked, an internal bottleneck can keep the total below what the remaining belts could carry. That is fine where all belts run full; where they often do not, check the other layouts and nearby configurations for one marked throughput unlimited.
This layout mixes express, fast and basic underground belts with express belts and splitters, and the collection lists no compatible tiers for it. Build it as given rather than swapping tiers, since the mix of underground types is part of the design.
The source lists no compatible tiers for this entry; it is built with blue, red, yellow belt entities.
